Assalaamu Alaikum Wa Rahmathullahi Wa Bharakhathuhu.
 
A Muslim woman does not commit any sin when she aborts her conception before 120 days of conception. In http://deentech.com/Can_Muslims_pray_for_the_Health_Reform_in_US.aspx we gave one reason why a Muslim woman might opt for terminating her conception. Quoting we have:

Who would seek abortion? A victim of rape would seek abortion. Such an abortion is anyway allowed by the law. There is no opposition to such an abortion. So the only situation a woman seeks abortion opposed by some is when she does not desire to carry the baby to full term. One possible cause might be the male whom she loved has betrayed her and abandoned her and she does not wish to have the memory of the betrayer living with her all her life.
 
The male through whom she conceived would naturally be a Muslim in the case of a Muslim woman. She has to keep the Iddah for 3 monthly periods only. Let us say that her husband has sex with her the night before he divorced her. That the husband had sex with her after about 2 weeks of her monthly period. Let us further consider that she became pregnant because of that last sex. Using the medical facilities available she finds out that she is pregnant before the end of her Iddah. For reasons known to him, the husband refuses to take her back. [One condition is that her husband married after divorcing her and he is married to four wives as there is no Iddah for the male.] What should this Muslim woman do: carry the piece of flesh to 120 days so that she has to carry the child to full term and hand over to the ex-husband after giving birth or abort that piece of flesh?

As condition for passing the Senate version of the Healthcare Bill some members of Congress coerced President Obama to promise to issue an Executive Order banning the Federal funds for elective abortion. This Executive order was issued in secrecy as President Obama would like to help the women in need.
 
Now, Alhamdhulillah, the fix-it bill is coming back to the House for a minor change. We believe and hope that when it comes to elective abortion the House has enough votes to pass the bill. As the Democrats do not have 'super majority' in the Senate, any separate Bill bypassing the Executive order would be blocked by the Republicans through filibuster. However the fix-it bill is part of the reconcilation and thus filibuster is not allowed. This could be a boon from Allah Subhana Wa Taala that the House could include language to bypass the Executive order as part of the revised fix-it bill itself. We understand that Federal funds cannot be suggested for elective abortions.

A senior Democratic aide said one of the problematic items is a "hold-harmless provision," which was designed to prevent reductions in individual student grants if appropriated funds for Pell Grants declines. The second adjustment was described as "a conforming change, to strike obsolete language."

We need not worry about the conforming change getting deleted. However we are concerned about the aid to the poor students getting affected by reduction in funds for the Pell Grants.
 
We suggest the following language:

A charitable fund for "elective abortion and educational support for students" is created. Any American contributing to this charity would receive the usual tax rebate applicable to charitable donations. Subject to availability of funds, the following are allowed:
1. As soon as it is  known that any reduction in funds for Pell Grants would result in any decrease in support for poor students, the charity's funds would be used to make up the short fall.
2. Since this compensation for shortfall is known as soon as the Budget is passed, the funds of the charity after committing to (1) above are available for elective abortions.
3. Any donations received after the budget situation is known and acted upon are also available for elective abortions.

The above proposal ensures that the elective abortion is available to all women and fund security is assured for poor girl students who otherwise might be compelled to choose between their study or their health. Of course fund security is assured for poor male students.

 

Ya Allah! Make it easy for the Muslim woman in USA to seek and get elective abortion before 120 days of conception, and the non-Muslim woman to get elective abortion as and when she needs it. We seek the elective abortion anytime desired because of Verse 2:256. Aameen, Aameen, Ya Rabbil Aalameen.

 

Kindly pass onto every Democrat in USA immediately so that the students and women do get the benefit, Inshah Allah.
