A part of the mail of relevance is retained below. In that about 20 persons are alleged to have watched a gang of 7 rape a girl. We visualize a slightly different scenario to demonstrate that permitting Niqab - the full screen leaving just an eye exposed or even that behind a net - might help some mischief mongers to bring law enforcement in a Shariah land to a standstill.
We take 10 young married Muslim couples. All of them assemble in a hall for a common celebration with a 10' by 10' sunroom. [This sunroom has glass on three exposed sides and the wall separating this sunroom from the hall is a brick wall with a wooden door.] The sunroom is adjoining a busy street.
At a time during the day, one Niqab-clad woman enters the sunroom. She is dressed in such a way that she can just expose her private part alone. After coming into the sunroom she exposes her private part. After a shortwhile, a male enters the sunroom. He is also wearing a Niqab. He exposes his private part and the woman and the man have intercourse. After this open intercourse is over, the man stays in the sunroom. Another man enters the sunroom, exposes his private part and the woman and the second man also perform intercourse. After having performed this open daylight double intercourse all the three withdraw into the building.
Some of the shocked audience consisting of more than 4 males willing to give eye-witness call the 'religious police' and complain about the public commission of 'illegal sex.' The religious police enter the hall and find that 10 Niqab clad couples are seated in ten tables. The religious police check the documents and confirm that each Niqab-clad woman is sitting with her Niqab-clad husband. Further all the women are of similar build so that under the Niqab they resemble each other. Likewise the men also are similar to each other. On questioning every one claims that he or she did not enter the sunroom at all. The others were possibly busy chatting among themselves in groups to notice that a woman and two men were missing. Of course those who committed the brazen open illegal sex would not confess. Would they? So they lie but the lie cannot be detected by the religious police. Could the religious police perform 'lie-detection test' on all of them? Even if the lie-detector correctly identifies the woman and the two men could the Shariah court order them to be stoned to death just based on the 'lie-detector test?'
The religious police know that a brazen illegal sex was committed by one woman and two men and thus the three of them must be stoned to death. How do they identify the culprits? To make the point obvious, the woman and the two men who performed the open illegal sex have already taken their bath and have cleaned themselves thoroughly. [They informed their companions that they were going to take a refreshing bath before leaving them.] Further the men wore condoms while indulging in the public intercourse so that there was no fluid exchange between the men and the woman. Under the circumstances there is no way in which the culprits could be isolated from the 10 women and the 10 men in that hall. We say so because the spies are trained to beat the 'lie-detector tests,' and thus we know that the lie-detector might wrongfully identify the most nervous woman and two most nervous men. This possibility could not be ruled out.
What should the religious police do?
May Allah Subhana Wa Taala forgive me for giving the above potential event- description to demonstrate that hiding the identity leads to breakdown of Shariah.
The screening was ordained for the Mothers of the Believers, Allah be pleased with them. Their lady companions, Allah be pleased with them, adopted the screen in public to protect the Mothers of the Believers, Allah be pleased with them, while they were among men. Now there is no Mother of the Believers, Allah be pleased with her alive. The Tradition of Niqab was meant for the time during which at least one Mother of the Believers, Allah be pleased with her, was alive. The time of the Niqab Tradition is gone for many centuries now.
Unfortunately some group of Muslim men and women wrongly believe that their culture of screening the women even now is part of Islam and are clamoring that the believing Muslim woman must wear a Niqab when outside her home.
We appeal to all Muslims to please abandon the Niqab and adopt the Hijab in which the faces of women are exposed so that their identity is not erased.
Kindly forward to all your Muslim friends so that they encourage their women to adopt the Hijab.
Do forward to all in the West also so that the governments banning the Niqab do permit the Hijab and not disturb the Muslims from practicing their religion freely without causing any security dilemma.
Ya Allah! Guide the Muslims to understand the correct Sunnah of Prophet Muhammed, peace be upon him, and follow as much of the Sunnah as possible according to each individual's capacity. Aameen, Aameen, Ya Rabbil Aalameen.

As many as seven people assaulted her as she lay on a bench, while others jeered, beat her, robbed her and took photos with their cell phones. Police say they don't know exactly how many people watched during the course of the attack, but some reports have said as many 20.
